Down to the Wire
When something is "down to the wire" it means that a situation won't be decided or finished until the very last minute.

The sport of horse racing brought us the phrase "down to the wire". In the late 19th century, a wire was strung across the finish line to assist in determining which horse crossed the finish line first. Subsequent technology removed the need for a wire; indeed race fans will recognize the phrase "photo finish" and know that it means the race was so close officials are consulting photos to determine the winner.

Use Example - The race for governor is a real nail biter; it's coming down to the wire with last minute voter tallies.
