To say "how the mighty have fallen" means that someone, who once was powerful, rich or had some other status, no longer is and generally has to do things previously considered demeaning or below him/her.

Samuel 1:19, is David's Song for Saul and Jonathan and contains the following: "Your glory, O Israel, lies slain on your heights. How the mighty have fallen!" The song concludes: "How the mighty have fallen and the weapons of war have perished."

Use Example - Jill, who always acted so uppity, no longer can afford her housekeeper and has to clean her own house. How the mighty have fallen!
