"The powers that be" refers to established government or people who are in control and have authority.
The Bible brings us this phrase from Romans 13:1. "Let every soul be subject unto the higher powers. For there is no power but from God; the powers that be are ordained by God."
Use Example - "I'd love to give you a raise." Peter said. "Unfortunately, the powers that be have determined that there's no budget for raises this year."
