Words are Wind
"Words are wind" has a similar meaning to the phrase Actions Speak Louder than Words. Both phrases mean that saying something doesn't necessarily mean anything, whereas actually doing something does.

The phrase "words are wind" is a common saying throughout George R.R. Martin's fantasy series, Game of Thrones. While it not only means that saying something may not mean anything gets done, it also reflects the level of deception and corresponding lack of trust that is rife throughout this series.

Use Example - After Sally repeatedly failed to show up for her volunteer work, her friend said "words are wind" the next time she offered.
